- How is the School budget determined?
- A
- The preparation and approval of the budget for the Spotsylvania County School system is the responsibility of the School Board. The School Superintendent obtains requests for funding from school system staff. The Superintendent's Budget Review Committee, made up of teachers, principals, School Administration staff, citizens, and County Finance staff, meets during the fall to review the needs of the school system and to prioritize the requests. The Superintendent and his staff then compile the proposed budget and hold work sessions with the School Board during January and February. The School Board presents their approved budget to the Board of Supervisors in February. The Board of Supervisors is responsible for determining the funding level to be provided for the School budget. Once this level is determined and included in the approved County budget, the Superintendent makes revisions, as necessary, to the School Board approved budget for adoption by the School Board.

- You may pick up and submit a Block Grant Child Care Waiting List Screening Form at the Spotsylvania DSS. The agency will use the information on the form to input data into the Waiting List Database. The Database will calculate eligibility for the waiting list.

- What are the physical and educational requirements to become a Spotsylvania County Firefighter?

- Firefighters function in hazardous environments and under great stress during emergency operations. The physical demands can be great even for short periods of time. The career agency, the Spotsylvania County Department of Fire, Rescue, and Emergency Management (FREM) has established an agility test to determine the physical readiness of its applicants. The current minimum educational requirements are a high school education or GED and firefighter certification obtained through the Virginia Department of Fire Programs (VDFP). In addition, all firefighters must be licensed by the Virginia Office of Emergency Medical Services (VOEMS) as an Emergency Medical Technician-Basic (EMT-B), EMT-Intermediate (EMT-I), or EMT-Paramedic (EMT-P). Local EMT-B, EMT-I, and EMT-P classes are taught through the local Rappahannock EMS Council (REMSC) at (540) 373-0249.

- Yes. You should not let someone else use your EBT card to buy food for you. You can let your worker know that you wish to designate an "authorized representative" who will then be given a card so that they may shop on your behalf. When they receive their card, they will then call the toll free number, 1-866-281-2448, to activate the card and to select a PIN.

- How do I apply for food stamps?

- You may apply for food stamps at the Social Services office, apply electronically, or have an application mailed to you. Once the application has been completed, you will need to schedule an appointment for an interview with an Eligibility Worker.

- How do I take something back to the store?

- Take the item, receipt, and your card back to the store. The store will issue a credit to your food stamp EBT card, which will be available to you immediately. You will not get cash back.

- How will I know the balance on my EBT card?
- A
- There are two easy ways to check: Always keep your store receipts that show your EBT balance. Check the receipt from your last purchase. It shows your available balance. Or, you may call the Customer Service Help Line at 1-866-281-2448. Some retailers may have a machine located at their customer service desk that may be used to check your balance before you go through the checkout line. Always know your available balance before you go shopping.

- If I lose or damage my EBT card, how do I get it replaced?
- A
- Call 1-866-281-2448 to report lost or stolen cards and request a replacement card. A new card will be mailed to you on the next business day or you can contact your worker to request a new card and come in and receieve a replacement. There is a $2.00 replacement fee for your card which will be deducted from the balance on your EBT card. No one will be able to use your EBT card once you report it missing.

- If I need to replace my EBT card, how long will it take to get a new card?

- Once you report your card lost or stolen, a new card will be mailed to you. You should receive your replacement card within 5-6 days. Your PIN will remain the same as before. You may want to continue to use the same PIN. If you want to change your PIN, you must call the toll free number, 1-866-281-2448, to select a new PIN.

- Food stamps are electronic benefits that can be used like cash to buy food at any store that has a sign displaying the Cardinal Card or the Quest sign. Food stamp recipients receive an Electronic Benefits Transfer (EBT) card that is used like a debit card to purchase food items at participating grocery stores.

- Intentional misue of the EBT card is a crime. You may be disqualified from the Food Stamp program and may be prosecuted if you use your card for illegal purposes, which include selling your card and PIN for cash, drugs, or other items, or exchanging food stamp benefits for cash at a retailer.

- You can use food stamps to buy food or seeds and plants to grow food in your home garden. You cannot use food stamps to buy: alcoholic beverages or tobacco, hot foods ready for immediate consumption or foods to be eaten on the store premises, pet foods, soap or paper products or other non-food items.

- What if I do not want to use all my benefits in one month?

- The food stamp benefits you do not use stay on your EBT card until you use them. However, if you do not use your card for 90 days, your benefits will be frozen and you must contact your worker to reactivate your account.

- What if I get an error message when I am trying to check out?

- There are 3 error messages that could come up on the Point of Sale terminal when you are trying to check out: 1. CARD NOT ON FILE: If you get this message, call the Customer Service Help Line at 1-866-281-2448. 2. INVALID PIN: If you get this message, you have entered your pin incorrectly. Enter your PIN again. If you do not enter the correct PIN by the 4th try, a "lock" is put on your account and you will not be able to use your card until the next day. If you cannot remember your PIN, call the Customer Service Help Line at 1-866-281-2448 to re-PIN your card. 3. INSUFFICIENT BALANCE: If you get this message, you have tried to spend more than the balance on your EBT card. If your groceries cost more than what you have on your card, you can put some of the items back or pay for the rest in cash. Remember, before you shop, check your EBT balance. Any time you get an error message that you do not understand, call the toll free Customer Service Help Line at 1-866-281-2448.

- What if my store does not have a Point of Sale terminal or the terminal is not working?

- If your store doesn't have a Point of Sale terminal, you may not be able to use your EBT card there. Ask the store manager or clerk if the store accepts the EBT card. Some smaller retailers may use a paper form that you will need to sign. If the Point of Sale terminal is not working, the store may decide to process your purchase by calling Customer Service to get the information they need to let you buy your food. Some retailers may then limit the amount of your purchase.

- How long will a child stay in my home?
- A
- Some children may need only a few months of care, while others may be in your home longer term. The average length of time a child is in foster care is approximately one year.

- Is there a need for foster parents in this area?

- We always have a need for foster parents, especially those willing to work with children ages 13 and above. Our current RAFFT foster families may be full, or unable to accept a placement temporarily. A foster child may have special requirements such as a home in a particular school district, someone able to provide transportation to medical appointments, etc.

- What if the child has to leave after I've gotten attached to him or her?
- A
- Foster care is designed to be temporary, while Social Services helps the family. Most children will leave your home and return to their families, which is what the child wants more than anything. While foster parents experience sadness at separation, most successfully adjust and continue fostering, knowing that they have positively impacted a child's life. In cases where returning home is not an attainable goal, the court will seek a more permanent goal after one year, such as adoption.

- Yes, tours are offered at all stations. School-aged children are the most prevalent visitors to the stations, but everybody is welcomed. Call the individual fire station that you are interested in visiting to set up an appointment. Please note that their availability for tours may be limited by other duties and units may need to remain "in-service" for response to alarms.

- Can houses be donated for fire training?

- FREM welcomes the opportunity to assess structures for use in training programs. Before a structure can be considered by FREM, a county Demolition Permit from Code Compliance must be obtained. A Demolition Permit establishes three things: (1) The ownership of the structure, (2) the utilities have been disconnected, and (3) the structure has been tested for asbestos and, if applicable, removed. Once a Demolition Permit has been provided to FREM, a representative from the Training Division will visit the site (with or without the owner) and assess the structure's suitability for live fire training. FREM will assess such factors as, proximity to woods, wood lines or brush lands; adequate parking for fire apparatus; proximity to heavily traveled roadways; presence of abandoned septic/wells; proximity to overhead utilities; and proximity to other structures. - Can vehicles be donated to FREM for training?

- FREM welcomes motor vehicles to be used for destructive training by crews practicing extrication techniques. Donors should contact the fire station closest to the vehicle and discuss movement of the vehicle to the station for training. Arrangements can be made with any officer, career or volunteer. A clear title must accompany each vehicle regardless of whether the vehicle is driven or towed. Towing of vehicles is the responsibility of the donor, but FREM will attempt to assist with a reduced towing rate or donated towing, if possible. Donors requiring a receipt should make arrangements with the accepting officer.

- How can I become an Emergency Medical Technician (EMT)?
- A
- Spotsylvania citizens have year-round opportunities to participate in Virginia certification programs. The FREM Training Division supports up to three (3) part-time EMT programs each year. Spotsylvania Volunteer Rescue Squad (SVRS) also provides an annual part-time certification program. - Citizens interested in volunteering or starting a fire service career have two avenues to gain entry into the service. Personnel interested in volunteering can contact the Volunteer Fire and Rescue Recruitment and Retention Coordinator at (540) 507-7515. Information can be provided in reference to applying for membership with a local fire department. Upon acceptance as a member, a year-round schedule with entry-level training opportunities will be provided. It is common while acquiring volunteer Virginia state firefighter certifications to have accumulated sufficient certifications to qualify for a career, possibly with Spotsylvania FREM, in as little as 18-24 months – while attending classes on a part-time basis. Other avenues in Virginia for a fire service career include applying to large metropolitan departments. - In Spotsylvania County, a citizen may enroll, on a space-available basis, in one of several evening and weekend Emergency Medical Technician (EMT) classes offered throughout the year. A citizen is not required to already belong to a volunteer rescue squad to be considered for EMT training, but will be required to post a modest deposit for their training. If already a member, the deposit is waived. State requirements that must be met include reasonably good health and no felony convictions. - How do I check for a water leak?

- Toilets can often be the cause of a "mystery" water leak. Open the cover on the tank. If the water level is above the overflow tube, there is a problem. The water level should be approximately 1/2- inch or so below the top of the overflow pipe. Adjust the float level, so that the water is turned off at that level. If the valve controlled by the float is leaking, it may need to be replaced. Toilet leaks can also be due to leaks at the flapper valve, which lets water flow into the toilet bowl. To test for this, put a drop or two of food coloring into the tank (not the bowl). Wait for about 20-30 minutes and see if the colored water shows up in the bowl. If it does, your flapper valve may need to be replaced.

- How much water can I expect my irrigation system to use?

- Depending on the pressure from the County's water line an irrigation system can use 6 to 9 gallons of water per minute per sprinkler head. As an example: let us assume that one irrigates three (3) days per week for two (2) hours per day at an average 7.5 gallons per minute. That would equal 2,700 gallons per week or 10,800 gallons per month The actual amount of water used by an irrigation system will vary dependant on system pressure, the number and size of the sprinkler heads, the number of days and the amount of time run. - All irrigation systems, including residential, connected to the potable water supply are required to have a backflow prevention device (BFPD). The type of device ranges from an atmospheric vacuum breaker to a reduced pressure zone BFPD depending on the degree of hazard posed by the irrigation system. These BFPD do fall under the annual testing requirement.

- My water is cloudy or discolored, why and what can I do about it?
- A
- This sometimes happens when either shutting valves or opening a fire hydrant interrupts the normal flow of water. If the water appears cloudy white, it is generally attributed to air in the lines. Most of the time running the cold-water spigots in your house for 10-15 minutes can clear the problem. The water does not need to be on full-stream -- just a small stream.

- My water pressure seems high. What should I do?
- A
- The plumbing code requires a pressure reducing valve (PRV) if your water pressure is over 80 psi. If one was not installed, you will need to have one installed at your cost. A backflow preventer installed at your water meter or inside your building may cause periodic high pressure since this causes you to have what is known as a "closed system". As the hot water heater heats the water, it expands. Since the expanding water can't flow backwards through the backflow preventer, the water pressure increases, this is known as thermal expansion. If the water pressure returns to normal shortly after turning on a faucet, this is most likely the cause of your high water pressure. You may need to reduce the temperature somewhat on your hot water heater and/or you may need to have an expansion tank installed. For more information, call your plumber or call us at 540-507-7300.

- My water pressure seems low. What should I do?
- A
- Low water pressure can be due to a water leak, a crimped water service line, a partially closed valve in your system or may simply be due to your home or building being situated at a high elevation. Customers whose pressure seems low should contact us to determine whether the low pressure is due to a piping problem or simply due to location. If the low pressure is determined to be due to location, you may need to have a water booster pump installed.
QWhat do I do if my sewer backs up?AUnless you are sure the problem is in your line, call the Department of Utilities first! During normal working hours, call 540-507-7300. After normal working hours and on weekends and holidays, call 540-786-2364. We will send someone out to determine where the problem is. There is no charge for this service, and it may save you a plumber's bill. It is best not to use the water if at all possible until the problem is identified.
QWhere is my main water valve in case I need to turn my water off?AUsually the main water valve is located where the water supply pipe enters your home or office. It may be near your clothes washer or hot water heater. In some cases, it may be located under the house in the crawl space. Be sure to locate and mark the main water valve before you need it. That way, you will be able to find and close it quickly should a water leak occur.

- Virginia Cooperative Extension has a soil sample analysis service. Soil samples are analyzed for specific soil nutrients to determine proper application rates of fertilizer and lime for optimum plant growth. - Applications for Medicaid can be mailed from or picked up at the Social Services office. For all Medicaid applications, you will need to provide verifications of any income received. For Aged, Blind and Disabled applications and those applying for Spenddowns, you must also provide verification of resources which may include life insurance, pension plans, bank accounts, burial items, and real estate. Virginia law gives us 45 days to process applications unless someone in your household is pregnant.

- If I am not eligible for Medicaid, what else is available?

- For children under 19 whose parents are over the income limits for Medicaid and do not have any medical insurance, you may be eligible for a medical insurance plan called FAMIS that is offered through the state of Virginia. FAMIS was created to meet the health care needs of Virginia's uninsured children between the ages of birth through 18 years in working families that earn too much to qualify for Medicaid, but not enough to afford private insurance. For uninsured pregnant women who are ineligible for Medicaid solely due to excess income, you may be eligible under FAMIS MOMS. There is a program called State and Local Hospitalization (SLH) that may be able to help pay your hospital bill, as long as you return an application to your local Social Services office within 30 days of your discharge from the hospital. SLH will not cover anything but the hospital bill. This program is based on income and resources only and may be dependent on the availability of funding for this program.

- A permit is not required for a bonfire; however, the county has some basic guidelines on bonfires. The fire cannot be larger than 5'x5'x5' and cannot burn more than three (3) hours. You must also use seasoned wood. A bonfire must be attended at all times until completely extinguished!

- When speaking with 9-1-1 dispatchers, give clear directions if your house is not clearly visible from the roadway and do not hang up until told to do so by the operator. Also, have your house number clearly visible on the front of your house with minimum 3" numbers that are illuminated at night. If you have a roadside mailbox, have your numbers clearly visible on the mailbox. If possible, have someone flag down the responding units as well.

- What are the guidelines for an outdoor fireplace (Chimeneas)?

- Like any fireplace, it is necessary to follow some basic fire safety guidelines. Your chimenea is not intended as a primary heat source. Never use gasoline, kerosene, starter fluids, or any other substances, which may create a rapid buildup of fire. Do not use within four feet of any combustible materials or high wind condition. If the chimenea is used on a wood deck, protect the deck with a non-combustible surface to catch the sparks or popping coals. A "UL listed stove mat" or "hearth board" are two examples and are available at many hardware stores. Screens to cover the firebox are also available. Most importantly, always closely follow the instructions provided by the manufacturer so that you may safely enjoy your chimenea for many years.

- When an emergency vehicle is approaching that is displaying emergency lights and sirens, what should I do?

- Safely pull to the nearest shoulder/curb and stop until the emergency vehicle has passed. Be aware that, at times, there may be more than one emergency vehicle that needs to pass.

- Why do fire trucks respond to motor vehicle accidents and medical calls?
- A
- Automobile accidents present other hazards such as potential fire, ruptured fuel tanks, and/or the presence of hazardous materials. Spotsylvania County firefighters are trained as Emergency Medical Technicians (EMTs) or Paramedics and can assist with patient care or in extricating (removing) trapped occupants of the vehicle. An engine company is automatically toned on those alarms that are serious in nature and may require additional staffing.

- Why do fire trucks with full lights and sirens stop and then proceed through a red light at intersections and then, after they go through, they turn off their lights and slow down?
- A
- Sometimes multiple units are dispatched to the same incident. The first-arriving unit on the scene performs an assessment and notifies the dispatcher of the situation and what equipment should continue or be canceled from the incident. This maximizes our use of resources, freeing emergency units to potentially take another call. Most likely, when you see an emergency vehicle with red lights and sirens stop and then proceed through an intersection and then slow down and turn the emergency lights off, they have been cancelled from the call to which they were responding.

- Why is my smoke detector making a chirping noise?
- A
- Anytime your detector goes off, it is important to pay attention. If the detector is sounding a loud alarm because it senses the presence of smoke, check your home thoroughly. If you smell smoke or are unable to locate a fire, call 911. If you don't smell smoke, the detector may be reacting to the presence of dust, steam, or a small insect. Dust and bugs can be removed by a vacuum cleaner. If the detector is just chirping, it probaly means that the battery is low. Replace the battery immediately. Batteries should be changed every six (6) months. A good time to change batteries is during "daylight savings time."
